TLAs were adjudged unconstitutional under Cory Aquino’s presidency. But instead of immediately revoking the TLAs, a “phase-out” policy was adopted to solve the problem. The Philippine national REDD+ Strategy, which aims to reduce greenhouse gas emissions from deforestation, was drafted and submitted to the United Nations in 2010.
