WebFor example you need forests with good spirit for elves to even appear. Unless you actually want to have a world devoid of elves - try to not set minimum forest tiles and minimum good tiles to 0. Of course minimum required tiles parameter set to 0 does not mean that you will have exactly 0 of those, but it will become possible. #4.
